Does your Pipeline work for data calls?  If so, then my guess is that your
ISDN line has not been provisioned for voice calls.  Voice and data calls
are separate services on ISDN and it is possible to get one without the
other. 

If your Pipeline does not work for data calls, then my guess is wrong. :)
