I'm pretty sure that the PairGain device is using HDSL on the telco
side to deliver T1 to you on the customer side. The table above looks
like the maximum distance for HDSL, i.e, the maximum distance between
you and the telco central office.

The T1 interface toward you is probably DSX-1 which is limited to 
about 1200-1300 ft.
