(ASCEND) Modem card does not answer

We have a max with 3 modem cards installed. 5.0 ebm.m40

Two modem cards are ok.

third modem card gets the call but does not answer the call, there
is no carrier at all.

Do I have to put in the modems in the following order:
40-000
50-000
60-000

or does is not matter ? Currently its 40-000, 50-000 and 70-000

Is it possible to deactivate some modems or a complete modem card remotely ?

Or does it matter if I do not use the first two E1 Lines ?
I'm using not the 2nd of the first E1 and the 1st of the second E1 ?

Another problem with another max:

Modem shows: 40-000 Not Avail

Any ideas ?
