Not so harmless, I think.  A few of our customers with older 14.4 modems
have been getting busy notices since our changeover.  It looks like some of
the older modems can't distinguish between the K56flex tone and a busy tone.

On the "good" side, more conventional modems don't make that mistake.  They
just report protocol errors and drop the connection.  Presumably, these
modems can be made to work right if the protocol ever gets ironed out...
