On the "possible race condition" scenario ... there are similar
fragments of code all through the server, and the reason why this
particular situation becomes apparent is because of how the data
is being used.  A corruption to the base ports array will show up
very well, whereas a corruption to the number of torps in flight
would be easily missed.

So although it cannot be totally dismissed, at this stage I'd like
to try fixing the other likely cause first, and see if the problem
returns.
