I thought it was always active since byteserving or "byte ranging" is 
a new http protocol, and a part of Apache 1.2's core functionality.
So if your Apache server receives a "byteserving" http
request on a particular file it will serve only the data that it is asked for.

All acrobat has done is to make their "pdf" files "byte-servable" and provide
the
tools for your browser so that it can send "byteserver" protocol requests.

If you install the plugin for your browser, put some modified or "optimized"
pdf 
file on your http server running Apache 1.2, you should be all set.

But then I am often wrong ! So let me know if you find out otherwise.
