Take a look at the Video4Linux project (sorry, I forgot the
URL). A heck of a lot of cards work fine with Linux. I use my webcam's
card's video-in to watch TV on the computer (I use a VCR as a tuner). I
don't know if the S-Video plugs work yet. 

I use XawTV in fullscreen mode sometimes, and quality is fine, if you
don't care about reception (: I haven't tried plugging the DVD into it
yet. Gets a bit choppy when the machine gets heavily loaded though.
