Sounds like a telco translations/provisioning problem. After you
place a call, drop to the terminal and do 'show isdn 1'. What do the
progress and disconnect code tell you?

If the telco is having a problem placing a clear channel (64k) call
from your new location, you can have the Pipe place a 56k call by
changing the setting in the connection profile (do it on the other
side too). Here in Pac bell land, we place a 64k call by dialing
1+area code, even for local calls. If that's the case there, just
dial 7 digits to see if the call goes through 56k. If it does, tell
telco to fix their problem.
