That's not fully correct. Some of the Ascend-* attribute require special
encoding that is not on all RADIUS server. For example abinary, send secret
and receive secret. Also if running in non-vsa mode some of the Ascend-*
attribute numbers conflict with RFC attribute numbers. Running in VSA mode
removes the number conflicts and is the only way to access some of the new
attributes in TAOS.
