Oh, it's trying to pull it's routes from radius.

if you reply with a "user does not exist" it stops asking for those,
but as long as it gets an error it continues.   If you load up the
appropriate service-type entry from the ascend dictionary, your
radius should then be able to reject the query properly, and it
will quit asking.

Here is from ascend's radius:
VALUE	User-Service			Dialout-Framed-User	5

You probably need to change user-service to service-type.

It's not ascend radius specific, either, I've had that work on
livingston radius as well.
