I haven't tested it but I suggest to change the Callrouting entrys for
the Modemboards AND the default entry.
If you look at your TNT:
admin> show
Shelf 1 ( standalone ):

{ shelf-1 slot-2 0 } UP hdlc2-card
{ shelf-1 slot-3 0 } UP csm3v-card

# now there are one/two entrys for the slot 3
# change the default
admin> read call-route { { { any-shelf any-slot 0 } 0 } 0 }
admin> list
[in CALL-ROUTE/{ { { any-shelf any-slot 0 } 0 } 0 }]
index* = { { { any-shelf any-slot 0 } 0 } 0 }
trunk-group = 0
phone-number = ""
preferred-source = { { any-shelf any-slot 0 } 0 }
call-route-type = any-call-type
admin> set phone-number = 12345 # so now default gets active only if the user dialed this Number
admin> write
# now look for the entrys of the modemscards and change them as needed
# depending on the modemcard the system (or you) may have created more than one
# entry when you first poweron the system. Read them and change them as needed.
# look with
admin> callroute -ah
# how your changes apply the distribution of incomeing Calls.
