Actually on sighup the merit radiusd reloads the clients & users files
as well:

BTW, it appears that the latest version of the merit radiusd now supports
the Ascend filters (abinary). IŽve been experimenting with the server this 
weekend and it looks very promising. IŽll post a summary as soon as find 
out how it compares to the free Ascend version in terms of stability.
