(ASCEND) Pipeline 75 and Livingston Portmaster 2E (no reconnect)

I have an Ascend Pipeline 75 (5.1ap9+) and I connect up to my ISP who
uses a Livingston Portmaster 2E

I have tried using MPP and MP, but using either of these settings for my
connection profile I can't reconnect when a channel gets used for voice.

I connect at 128k all the time.  I get a voice call comes in on one of
my B channels. Then I finish with this voice call.  The second B channel
doesn't reconnect to my ISP.

I have tried setting my min/max/base channels to 2.

Any ideas?
My Motorola Bitsurfer pro reconnects fine.
