(ASCEND) Bandwidth Monitoring on Frame Relay

Greetings all...

I have a customer who has two (2) MAX 2000's, five (5) Pipline 130's, and
two (2) Pipeline 50's. The P130's each have a 56k frame relay connection,
the MAXen each have a 256k frame relay. Each P130 has 2 PVC's (1 to each
MAX). We are experiencing severe bandwidth degradation on 3 of the P130's,
the other 2 are operating just fine. My first guess is that the telco frame
relay provider's (A.T. & T.) network is bogging down and we are only getting
our 16k CIR, not even close to the 56k circuit (and yes I do understand how
a CIR works, but we should get more than 16k at least some of the time). It
has gotten so bad at times that we are experiencing 30% - 40 % packet
loss....!!!!!

My question is what do some of you use for bandwidth measurement and
analysis on a frame relay network?? What types of software is available to
monitor these connections and give some good statistical data?? I would
like some sort of software that would graph bandwidth utilization over time.

Sorry for the long message, just trying to get my point across....TIA.....
