(ASCEND) Max 4048

I have a used Max 4048 with 56k v.90 modems that's performing strangely
and I'm hoping someone can give me an idea of the nature of the
problem.  It has the 7.0.3 code installed and I've uploaded the config
files from another 4048 here into the box.  I then changed the ip
address, changed the authentication and accounting word and changed the
ip addresses to be assigned to the modems.  I rebooted, plugged it into
the network hub and connected the T1's.

Now comes the strange part...callers get a fast busy signal most of the
time.  Occasionally, someone will get through and connect and I've had
as many as three people connected at once.  The rest of the time, you
get the busy signal.  Has anyone else experienced this?  If so, what's
the fix (if it exists)?  Thanks in advance!
