(ASCEND) ``NL: CALL REJECTED/INVALID CONTENTS'' on MAX1800

Can anyone enlighten me with the meaning of the following
message: ``NL: CALL REJECTED/INVALID CONTENTS''?

It occurs when attempting to dial the primary number of a BRI
as a voice call. Voice calls to the secondary number, and data
calls to either number work fine.

Hardware is a MAX1800 (MX18-8BRIU) with (2) MX-SL-8MOD-V34, TAOS
7.0.22, load fbi.m18)
