Handshake starts out with V8bis. During V8bis, modems
exchange information to tell the other side if they are V.90
capable. If so, they skip K56Flex and go directly to V.90. If
V.90 fails, they will fall to V.34. There is no way to go back
to K56Flex from V.90. If the modems are not V.90 capable, then
they negotiate for K56Flex.
