Well, I'm not that familiar with RADIUS proxying,
but can you simply force a PPP call type, 
regardless of whatever the remote RADIUS sends??
(this would of course prevent V.120 or immediate telnet)

Otherwise I thing you should make it clear to the
ISPs you serve that you will charge them per-port
instead of per-user, and have them limit the connection
in their RADIUS server.
