An "NCP" is a Network Control Protocol.  In this case, NCP is a PPP term.
Each network layer protocol (i.e. IP, IPX, AppleTalk) uses a separate set
of PPP negotiations to agree upon the network layer configuration.  For
IP, the protocol is IPCP (Internet Protocol Control Protocol) and is used
to establish the use of Van Jacobson TCP header compression and the IP
address to use.

The message "PPP-noNCPs-open" means that no Network Control Protocols were
able to be complete negotiations.  The "Ipncp-Opening" means that the MAX
was trying to open the IP NCP (IPCP) but was unable to finish it.
