Whoever told you this was mistaken.  The Time-Of-Day attribute explicitly   
only affects when a user is allowed to authenticate.  It does _not_ kick
people off at a predetermined end time. 
 
The following is a quote from the 1.0Ai10 release note:
 
  The Time-Of-Day attribute enables you to control when a user can connect.
  
Time-Of-Day is not about kicking people off.
