This is part of the big picture. Many NFAS schemes only have one D-channel
for 2,3 or 4 spans - in that case, all calls get dropped period. They then
require user intervention (in most cases) before any calls onto that NFAS
group can be re-established. 

In this 'backup' D-channel scheme, all calls in progress typically still get 
dropped - HOWEVER, in this case they *can* be re-established immediately 
without user intervention.
