	The last condition in your filter, is it an IP or generic filter?
If the last filter (which lets everything thru) is set to IP it will be
unable to let ARP(ethernet) traffic go thru. To fix this, you change the
last condition to GENERIC:

Generic ...
 Forward = Yes
 Offset = 0
 Length = 0
 Mask = 0000000000000000
 Value = 0000000000000000
 Compare = Equals
 More = No
