Because that can add a significant amount to both the initial investment
and annual operating expenses. We've found Linux to be as secure, more
robust, and have better hardware support than most commercial alternatives.
You could render all your objections moot by simply BUNDLING it with the
product. Other commercial software suppliers have already begun doing that.
Pick a distribution and include it as part of the product.
