I haven't used Sagem's adapter or dialer, but according to
http://www.ascend.com/898.html 101 is Invalid incoming user, which makes me
think that he's sending a bad login name, or you think he is.

If you're dynamically assigning him an address, check that he has Load Only
When Needed checked in his TCP/IP control panel, or TCP/IP may hang onto
the first address assigned, causing subsequent connections to fail. He'll
need to have the TCP/IP User Mode set to at least Advanced to make the
change, but he should leave it at Basic in general.
