(ASCEND) FW: 128k will not revert to 64k P-75 6.0

An update on issue I have been trying to solve:

Pipe 75 connected to Pipe 75, both running 6.0 firmware using MPP IP 
routing:  When demand dictates, Pipe 75 will "kick-up" to 128k, but will 
not drop to 64k when demand threshold would otherwise dictate.  Connection 
and disconnection works like it should.

Interestingly enough, the MPP connections from one of the P-75s to our ISP 
(using a MAX 4000) works just like it should:  128k drops to 64k as 
indicated.

Any insights continue to be appreciated.
