(ASCEND) How to reserve modem ports for MAXDial?

Well, I have no experience with the 2024, but with the 4048 modems
can be disabled via selecting the modem card and then selecting
"Modem Diag", from the console menus. We disable a number of our modems,
to ensure that lines will be available for ISDN callers. Although,
I'm not sure how to set up the channels for outgoing calls only. With
our scenario, the lines could still all be in use due to ISDN callers
using the channels associated with the disabled modems.
