Thanks to all who responded, MPP with modems and windows 95 DUN1.2 is
now working
in our environment.

to summarize the problem /answer :

RADIUS user profile looks like this :

tstuser  Password = "abc", Ascend-PW-Expiration = "Aug 13 2000"
        User-Service = Framed-User,
        Framed-Protocol = MPP,
        Ascend-Shared-Profile-Enable = Shared-Profile-Yes,
        Framed-Address = 17.27.10.10,
        Framed-Netmask = 255.255.255.255

and MAX4004 config is as follows :

	Ether->Answer->Encaps->MPP=Yes,
	Ether->Answer->PPP Options->MaxChCount=2
