(ASCEND) digital modems

Got a MAX 2012 running 6.1.0.  All seems to be fine except...

If I open a modem for dial-out and enter atdt <some number>,
it seems that on lower number modems (1-8), the modem goes
ahead and dials and I connect as I should.  However, on
higher numbered modems (9,10,13,14), after pressing <enter>,
the cursor jumps back to the left of the screen, retraces
the number and after a few moments I end up with a no
carrier message from the modem.  For example,

atdt 18005551212 <enter>

leaves me with

18005551212%122
NO CARRIER


Anyone seen this before?  Is it a problem with the modems, software?
Time to call Ascend?
