Why in hell would someone quote an entire lengthy post to add two lines
of comment?

Perhaps to try the connection under the most ideal conditions possible?
Did you think of that?  Reducing the length of the POTS loop will increase
performance - using a TA with a POTS port and running ISDN all the way
to the ISP means the POTS loop is a few inches long.
