PRI calls into the MAX, the channel is chosen by the Telco. On a DMS switch,
it *usually* starts at 23 and works down to 1...AT&T 5ESS starts at 1....

If they are being "hit" randomly, I would ask Telco if they changed anything
(of course they didn't, but it could lead to something...). Do all channels
eventually seem to be getting used ?
