Sure.  On the second box, kill radius for a minute. ;-)
There is no "Primary" and "Secondary" RADIUS servers!  It's a loop of
servers, fastest gets the service.  If auth records are going to the
second there are tools to merge the detail files back together, and
you should deploy them.  All servers are equal to the ascend.  Just like
DNS, it's 50/50 which one gets hit.
