I agree you could build something like this with one of the open source CMS
packages that are out there.

Personally, I would use Drupal, combined with its "Content Construction Kit"
"Views" "Diff" "DruTeX" and "PDF version" module.  You can define each
document type with its predefined sections as a custom content type.  Drupal
provides the functions to create, edit and save documents.  The Diff module
allows you to track revisions and revert to previous versions.  DruTeX and
PDF Version provide the LaTeX and PDF functionality you want.    As a plus,
you could easily use the same system to let other collaborate on the
documents as well.

Once you get going with the basic Drupal structure, you could easily pull
this together in an afternoon.
