And this is different how? I've always had mildly crappy service.

Let me guess, about 5pm until midnight, ~300-500ms latency, kind of like

seems to ramp up as the night progresses until about midnight when it 
starts to die off.

I talked to a local NOC guy, he didn't seem to care 'All we're selling is
connectivity, not good service' seems to be AT&T's motto.
