The RSA package would still need to be downloaded separately via the WWW,
but we could remove the decrypt process for U.S. or Canadian citizens
downloading from a registered host.

Or, we could always distribute the encrypted RSA package but change the
configure script to do something like:

% ./configure --with-rsa
Enter your Full Name: John Doe
Enter your real email address: foo@bar.com
Do you agree to blah blah (y/N):
Your email to get the decrypt key has been sent.  Restart configure with
--with-rsa --restart to continue.

% ./configure --with-rsa --restart:
Enter the decrypt key from the email: asdf
Enabling RSA...
