Actually, I was referring to the runtime scheme as opposed to download &
configuration.

Once the package has been decrypted and untarred, configuration is automatic.
If we want to simplify the decrypt process, I'm willing to switch over to
one of those web based export-control packages.  Would this make things
easier?
