Can't help with #2 but if you use tar, try the -L option:
man tar:
-L, --tape-length N
change tapes after writing N*1024 bytes
tar --version
GNU tar 1.11.8 on RH 4.2
-b, --block-size N
block size of Nx512 bytes (default N=20)
there's also "-b 58"; can't remember where I read this but it's supposed
to give you better use of the tape. You might need to use a different
number for TR3 tapes. I'm using a TR1 tape drive, YMMV.
