You can setup all this with just one static IP.  Use Linux as the router
and assign private IPs behind it.  Use the Linux box to provide IP
Masquerading (NAT).  As for the NT web server, you can port-forward any
http request on port 80 of your Linux box to the IP/port of your NT box
inside your network.  You do not have to pay for addtional IPs and you
get a bit more security too (more if you really tighten up the
firewall).  My setup at home uses Mediaone for cable wich feeds into my
Linux box.  It acts as the router/firewall for my network.  Inside the
network I have a Linux Samba/FTP/WWW/DHCP server, and a few Windows
boxes for clients.
