That is not really true.  DHCP has a lease expiration.  I have an internal
LAN where I set them to two weeks.  It doesn't matter because I assign IP
addresses by the MAC address of the NIC.  However, if the ISP doesn't do
this and instead assigns a more random IP, then you can not guarantee to get
the same IP after the expiration.
