Except high frequencies don't work well underwater. The best soultion US
gov. came up with for communication to subs is a very low frequency, low
enough that it actually travles through the earth. Only two antennas are
needed to send a message to any sub anywhere in the world. There is
really only one message they send via this system...come to parsicope
depth.

Kinda like using ICQ to tell someone to get off the net so you can call
them.
