So I finally got off my arse and did something about it.  My
first release of my first version is available for your
collective perusal at:

  http://www.hep.umn.edu/~trammell/setup_ppp_UofMN/0.0-1/

There's a minimal binary distribution so we don't scare the
newbies, and a source distribution for those of you who want
to learn how to embed Perl in C.  :-)

I'd appreciate any critiques you could throw my way.
