after the factory and that somewhere there is a
P130 labeled for 56k but with a T1 card...

I had this problem a couple of years ago,
try powering off, then removing the T1 card,
and powering up again to reconfigure it.
My problem was that I tried to enable FDL,
and if there wasn't an active line connected
that had FDL running the router would continually reboot.
