(ASCEND) Modem Reset Time on Max1800

I am still having a call refused problem with my Max1800 and Series 56
modem cards.  Since moving to 7.0.4, it appears the modems take longer to
reset.  When the box is full, a call clears, and another call comes in
right away, the modem that cleared is not reset yet.

How can I tell the Max to not clear the channel until the modem is reset?
