Stephen,

Check all your MAX Connection profiles, Frame Relay profiles and X.25
profiles for an active nailed call profile. You have to check even the
profiles you think are inactive (even the unnamed profiles). It seems to me
this is your problem - you have an active nailed profile in the MAX that the
MAX is trying to bring up without success. This is a common problem because
evehe profile has no name it could be activated (Active=Yes and Call
Type=Nailed) and the max behaviour is just as you describe it.
