It sounds like you might have filtering in place (for any port <1024) on
one of the units.  I have an Accessport at home and I have no trouble
connecting to our Max4030.  The RADIUS profile I use looks like this:

    username Password="UNIX"
      User-Service=Framed-User,
      Framed-Protocol=PPP,
      Framed-Address=195.89.xxx.yyy,
      Framed-Netmask=255.255.255.252

The only compatibility problem is that I couldn't get compression to
work.
