as far as i know, the max will report the downstream connection speed
in the radius accounting record.....not in a radius authentication
request.  therefore it can not be used to deny users of a connection,
but rather only to generate statistics after the fact.  and besides,
it's not very good for customer service to dump people off
after they have already negotiated a connection (via using snmp
to poll for connect speeds, etc)

what we would like to be able to do is to force the ascend modems to only
negotiate K56Flex, and not fall back to negotiating v.34 if K56Flex
fails.  period.
