Maybe I missed something, but I can't see any problem here.

You want to refuse V34 calls on your k56 lines?  And you can distinguish
between V34, k56 etc. ?

Why then bother with speed limits?  Isn't it enough to refuse anything
that isn't k56?  (Lowest k56 speed is 32000 bps, by the way.)
