M stands for Maintenance. It usually means you have only one channel
working. Go in the termserver and type "show isdn 1". See if 2 TEIs are
shown to be assigned, or just 1. If just one, then check you SPIDs. If
they are correct, then it is likely a telco problem.

Note: the line often works perfectly with 1 channel only when in this
state.
