Someone who's hard-/software environment would not allow him to
connect to anything. If he manages to redial the same modem for
8 consecutive times without being intercepted by a "good guy"
the notorious messages will appear. If no other other fact imply
the modem is really bad, I would regaed it as an informative message
only.
