(ASCEND) not getting an IP address



I have been seeing lately (it's happened to myself a couple of times and to several of our customers) that after you dial into our  
MAX (we have a MAX 4002 & MAX 6000) and get authenticated, you get this error message that says:

Checking network protocol connections......
TCP/IP reported error 738:  The server did not assign an address.

Then you get disconnected.

Any ideas why the user is not handed an ip address??  We have a pool of 48 IP #'s on the MAX4002 (w/2 T1's) and on the MAX6000 we have one pool of 48 and one pool of 24 (from different Class C's).  Radius is running on a SPARCServer using Solaris.
