(ASCEND) New Pipeline load 7.3.0

I noticed that version 7.3.0 for P50/P75 Rev 2 
is now available on the Ascend FTP site,
also version 7.0.0 appears to have been removed.

You can now ping a Pipeline from the WAN when using NAT.

After two years of many people asking for it, 
the Pipeline can finally do Dynamic Bandwidth Allocation
locally when the remote does not support MP+ or BACP
(sorry older Pipelines with vers 6.X are apparently S.O.L.)
